1. What is the certificate?

The Certificate designed within the Project EURspace intends to be a model of an official document attesting that the learner successfully achieved a given Unit of Learning Outcome, during the mobility period, in accordance with the previous agreements established between the sending organization, the receiving organization and the learner.

The Certificate attests in a formal document that the learner accomplished with the learning outcomes that were expected to be achieved for a given Unit of Learning Outcome, which were agreed in the Memorandum of Understanding and in the Learning Agreement.

For each Unit of Learning Outcome successfully achieved, a Certificate must be issued.

  1. Conditions for issuing the Certificate

For a given Unit of Learning Outcome, the Certificate must be issued on the completion of a learning period, if the learner had a successful evaluation, after the assessment process.

Following the Pedagogical Circuit, after the assessment tools being issued (Assessment Tool for Units of Learning Outcomes; Assessment Tool for On-the-Job-Training Assessment Tool; Competencies Assessment Tool, etc), if the learner successfully achieved the expected learning outcomes for a given Unit of Learning Outcome, and if the learner accomplished with the programme rules, for each Unit of Learning Outcome achieved, a Certificate must be issued.

  1. Responsibility for issuing the certificate

The Certificate must be issued with a shared responsibility between the receiving organization and the sending organization, on the basis of the information previously agreed in the Memorandum of Understanding and in the Learning Agreement and the results of the evaluation process.

Both the receiving and the sending organizations must be entities with formal competence for issuing educational and vocational training certificates. If for some reason, the receiving organization is not a school or a VET provider (it can happens, for example, in the case of on-the-job training), then an intermediary organization (school or VET provider) have to take the responsibility for issuing the Certificate together with the sending organization.

  1. Information contained in the certificate

The Certificate designed within the Project EURspace contains the following information:

  1. Complete name of the learner/participant;
  2. Country of origin of the learner/participant;
  3. Date of birth of the learner/participant;
  4. Place of birth of the learner/participant;
  5. Name of the Unit of Learning Outcome;
  6. Code of the Unit of Learning Outcome (when applicable);
  7. EQF Level of the Qualification in which the Unit of Learning Outcome respects;
  8. Number of training hours of the Unit of Learning Outcome;
  9. Name of the Qualification;
  10. Name of the receiving organization (organization of the host country);
  11. City and address of the receiving organization (in the host country);
  12. Classification obtained by the learner/participant for the referred Unit of Learning Outcome, after the completion of the assessment process. Classification must be presented:
    1. Classification obtained in the scale of the receiving organization/country;
    2. Classification obtained in the scale of the sending organization/country;
    3. Classification obtained in Europass scale;
  13. Number of the European Mobility Project approved by the Erasmus+ Programme, in which the mobility takes place;
  14. Name of the sending organization (organization of the country of origin);
  15. Number of ECVET Credit Points allocated to the Unit of Learning Outcome in the organization/country of origin, in accordance to what is agreed and written in the Learning Agreement.

ANNEX I – TECHNICAL SHEET

  • This framework aims to provide:
    1. a model of a Certificate, issued with a shared responsibility between the receiving organization and the sending organization, attesting that the learner successfully achieved a given Unit of Learning Outcome, during his/her participation in a European mobility with learning purposes.
  • This framework is intended to be used in certificating:
    1. Units of Learning Outcome achieved by VET learners in a different country, during their participation in European mobility projects for learning purposes.
  • This framework is intended for the use of schools, public bodies and other private enterprises who participate in European mobility projects.
  • This framework is intended to be applied in the context of ECVET implementation, specifically, to validate and certificate units of learning outcome acquired by VET learners in a variety of learning contexts, such as, when learners participate in European mobility projects.
  • Phase and Stage of the Pedagogical Circuit in which the Tool should be used:
    • Phase 3: After Mobility
    • Stage 7: Validating and Certificating Learning Outcomes
